The verdict

Atlassian's core Rovo sat at a soft meter in January 2025: a paid standalone add-on metered in pooled requests, with the note that usage beyond quota would incur charges — a meter that existed but did not bite. The 2025 moves were mostly commercial: in April Atlassian bundled Rovo free into Premium and Enterprise plans, retired the standalone price, and later renamed requests to a credits model. The genuine metered-overage mechanic arrived in a distinct SKU — Rovo Dev, GA October 8, 2025 at $20/seat with a credit allotment, then auto-billed overage at $0.01/credit and an admin-set cap. Core Rovo still does not bite, but the Dev SKU pushes the product line into auto-billed overage.
