The verdict

Notion AI launched in 2023 as a flat $10/member add-on with effectively unlimited fair-use usage — a soft meter, and still that at the start of 2025. Around May 2025 Notion folded AI into Business/Enterprise seats (Business rising to $20/seat), deepening the seat-bundled model. Then in 2026 it bolted a real meter onto the new autonomous layer: Custom Agents began consuming Notion credits at $10 per 1,000 (May 4, 2026) with no credits included — run out and agents pause until an admin tops up, while bundled AI keeps running to fair use. The hard allotment governs only the agent layer.
