The verdict

ElevenLabs has sat at metered overage throughout: seat tiers carry a character-credit allotment, and from 2024 Creator and above could opt into usage-based billing that auto-bills above the included credits at tiered per-character rates. Allotment sizes and credit-per-character math were restructured (January and August 2025) but the overage mechanism held. The one genuine 2026 move is a quiet pull-back: prepaid Pay-As-You-Go (load funds, draw down, service pauses at $0 with no overage debt) is now the default for new self-serve buyers, nudging them toward a prepaid hard stop while existing overage contracts continue.
