The short version The sticker barely moved — but the meter did. The same work costs more than it used to.

The verdict

In January 2025 Windsurf (then Codeium) ran a hard allotment: Pro $15/mo bought 500 prompt credits plus 1,500 Flow Action credits, and running dry meant buying add-on packs — a ceiling, not open-ended overage. On April 21, 2025 it scrapped the dual-credit system for a single prompt credit charged once per message, and leaned on an opt-in auto-refill with a configurable cap, which tips it into metered overage. Cognition (Devin) acquired it and on March 19, 2026 overhauled again: credits gave way to auto-refreshing daily/weekly quotas, Pro rose $15 to $20, a $200 Max tier appeared, and overage became extra usage 'consumed at API pricing.' The unit kept changing while the subscription-floor-plus-overage shape held.
